Luton Mela won the community spirit award at the second annual East of England Celebrate Awards on Thursday.
Luton Mela won because of the way in which the project has helped bring members of its local community together to find common goals.
It has developed a new festival celebrating local cultural heritage and identity in Luton through an innovative arts programme primarily focussing on the development of local Asian cultural products, promoters and audiences.
David Marlow, chief executive of the East of England Development Agency and judge said: "Luton is a fantastic example of how European Structural Funds have enabled a diverse community to work together to produce an interesting cultural event."
